The Department of Clinical and Diagnostic Services (DC&DS) evolved as one of the Departments of the HMB at the inception of the Board in 2006. It is the largest of all the four(4) major Departments of the HMB comprising of several units including the following: Medical &Dental services; Physiotherapy; Optometry;  Medical Laboratory Services Unit; Radiology; Histopathology; Medical Records/Health Information Unit; Nutrition/Dietetics Unit & Biomedical Engineering Unit.

The overall goal of the DCDS is the coordination of the activities of its various units in the provision of quality services that are efficient, effective and affordable with the sole aim of improving the health of the Residents of FCT and its environ.

The Department supports the delivery of these health care services by also ensuring the generation of high quality Health Information and Data as well as ensuring availability and maintenance of safe and effective medical technology including state of the art Medical Equipment, in a cooperation effort with the other members of the Health Care Team.

FUNCTIONS:

The Department of C&DS performs the following functions:

  1. Provides leadership in patients’ care and coordinates the activities of the various units in the area of clinical and hospital-based rehabilitation services delivery.
  2. Develops and ensures the implementation of policies and professional standards/guidelines aimed at improving clinical care in the Hospitals to meet patients expectations
  3. Collation of Health Information/data for purposes of planning, training and Research
  4. Coordination of Postgraduate Medical training, training of intern Medical Officers, Laboratory Scientists and Radiographers in the Hospitals
  5. Defines the need and deployment of staff to the appropriate units of the Hospitals
  6. Coordination of the supply, distribution and maintenance of medical equipment and plants in the Hospitals through the Biomedical Engineering/Maintenance unit
  7. Monitoring and Evaluation of patients’ care in the Hospitals
  8. Facilitation and/or conduct of operational Research for improved patients’ care.
  9. Planning, provision and management of the Department’s resources

 

SERVICES:

The Department has an extensive range of services it provides through all its various units. The clinical Services unit provides a wide range of services to the patients in the Hospitals while the Diagnostic services unit provides high quality laboratory, radiological and histopathology services to support patients’ management. The supporting unit of Biomedical Engineering ensures regular maintenance of both medical and plant equipment.

TRAINING PROGRAMMES:

The Department of Clinical &Diagnostic Services coordinates HMB’s Postgraduate Residency Training Programmes in the Departments of Family Medicine, and Obstetrics and Gynaecology, as well as internship programmes in Medicine & Surgery, Medical Laboratory Sciences, and Radiography in all the accredited Hospitals.

 The Medical Records and Health Information Unit is headed by a Chief Medical Records Officer and is charged with the following responsibilities:

  • Documentation and generation of data on patients
  • Filing and retrieval of patients data for follow-up treatment, and for training and Research purposes
  • Categorization of diseases based on WHO International Classification of Diseases, injuries and other Health related cases
  • Maintenance of appointment system in the Hospitals to regulate patients flow into all the Specialist Clinics
  • Forwarding of Data to statutory bodies such as Department of Health Planning, Research & Statistics FCT, and Federal Ministry of Health
  • Maintenance of Archives for old records of patients in all Hospitals
  • Handling of all administrative matters that are incidental to the Staff of the Medical Records/Health Information unit

There are at present 59 Medical Records Officers, 23 Medical Records Technicians, 18 Medical Records Assistants and 42 support staff in all the FCTA Hospitals.

 The Nursing Services of Hospitals Management Board was one of the Divisions in 2004 when Hospitals Management Board (HMB)  set –up Team was established, same upgraded to Department in 2006.This became necessary to meet the need for qualitative, compact service patient centered Health care to FCT residence.

The department operates two main divisions namely: Nursing Services (NS) and Training (T).

Nursing Services Department of HMB oversees the activities of nursing Units in all the twelve Hospitals to ensure effective, efficient and standardized evidence based Nursing care which is affordable and accessible.

Nursing is a Noble Profession guided by ethics and adoption of different models of care that suits the patient/clients needs, the use of Nursing care plan at all stage the professional Nurse comes in contact with a patient is used as a tool for monitoring prognosis which encourages holistic involvement of the health care team.

MISSION/VISSION

The Department believes in rendering uncompromised care that will make Nursing and Midwifery services responsive and people oriented, encourage team work and meet the needs of individuals, family and communities in FCT.

The department believes in continuing education and research, promotes, encourage unity and understanding among the processionals and the public, this can be achieved through:

  • Assessment
  • Nursing Diagnosis
  • Care plan
  • Implementation
  • Evaluation.

This will standardize practice by ensuring regular supervision, monitoring.

The Medical Laboratory Services Unit is headed by a Deputy Director and is charged with the responsibility of coordinating and managing the activities of all the Laboratory Services and personnel in all the FCTA Hospitals including services delivery and training of Interns. Services provided include specialized Laboratory investigations in the field of:

  • Clinical Chemistry,
  • Medical Microbiology,
  • Haematology and Blood Transfusion,

 

Virology, Immunology and Parasitology

 Pharmaceutical Services Department has the mandate to implement the National Drug Policy (NDP) which is ensuring a sustainable access to efficacious and good quality medicines at all levels of health care on the basis of health need. We have achieved this by establishing, maintaining and strengthening the Drugs Services Revolving Fund (DSRF) system in the FCTA hospitals.

 The Department is made up of two Divisions; namely Pharmaceutical Care Services, Drug Information Services (PCS & DIS) and Drug Revolving Fund (DRF).

Services rendered by the Department in all the FCTA Health facilities include Pharmaceutical Care Services, Unit Dose Dispensing System (UDDS), Patient Counseling and Drug Information Services among others.

 The practice of this profession which is dynamic is also changing with time and has shifted from product oriented pharmacy practice to patient oriented one where the main focus is the treatment outcome on the patient and parameters like adverse drug reactions are observed and documented for the purpose of improving on the drug or banning it.

 GOAL

The main goal of the Department is to provide excellent Pharmaceutical Services to the residents of the FCT which is patient oriented pharmacy practice through a sustainable Drug Revolving Fund (DRF) scheme   where uninterrupted supply of safe, efficacious, affordable and good quality drugs and other consumables are made available at all times with the aim of eradicating out of stock (o/s) syndrome, in all FCTA health facilities as well as providing optimum pharmacotherapy that will improve the quality of life of FCT populace.

 FUNCTIONS

The pharmacy practice which is dynamic has shifted from product    oriented to patient oriented where the main focus is the treatment outcome on the patient with adverse drug reactions observed and documented for necessary interventions and policy formations on the affected drugs.
